Not too sure about the tail, but all of it looks great, and you should totally wear it for your costume. It's really your opinion that matters, not ours.

Appearance: im not sure hw heights work, but roughly jus a little shorter than byakuya, so she's almost as tall a man, has blood red hair, that is straight and long almost halfway down her back, its kept in a ponytail in place with a gold lotus comb, she has aqua ocean eyes, but cat like slits, very fair skin but a healthy colour, wears a sleeveless kimono robe, the white waistband being longer than usual, and the robe goes all the way to the floor with a little trail, it has one slit on her right side, where her pretty thighs sumtimes poke out, she wears shoes like soifon, without the socks, and wears thin dangling gold earrings. She has cheekbones, so her face is more solid than most curvy, soft and cute girl, so she look pretty noble and respectful.
Sword: Its name is japanese - Sharp Feather
The sword itself has no guard or grip, and it completely black and shiny like the shabbath it's kept in (almost like sasuke's from shipuuden) and in its shikai form when called 'Breathe', the blade 'breaks' in half, and forms 2 large, thin, and sharp fans. (imagine how the long the sowrd would hav 2 b). It can control the wind very well, that she could hurt others from the inside, reaches anyone in the pathe of her wind, no matter how far, and can cut anythign that can b cut, since the atmospheric prsure is soo powerful, than anythign else. Her bankai, her fans become more elegant with the blades on the fan had become wavy instead of straight blades, the fan becomes bigger and she's able to create tornadoes, tsunami's, and mass destrustion from the power of the air. Her fighting style is more like a dance where the flick of her wrist, can cause a lash of whipping air that cuts every blade of grass in half on th ground below her.
Background: She was a famous brothel girl who was forced in2 entertainin men when she was 13, where they starve, beat, insult and isolate her. she learned 2 dance, sing and play instruments, she wore fantastic hair ornaments, geisha makeup, revealing yet expenisve kimonos, and anklets and wrist-ring braclets which didnt beling at all to her. She was known as the ' Whore of Rukongai' even though she is a virgin, but she was seen as the most unrespectable person and it wasnt at all her fault. So thats why she wears a mask like those in festivals, until revealed.
Her values: To find love even with her dishonourable background, respect, dignity, kindness, family and friends.
Her personality: she has a hearty laugh, and is quiet rebellious due to her Rukongai streetlife, admires byakuya for his role in soul society and as a person (love?), teases shuheii and tourshiro, but as little brothers, met Kensei once when she was in the brothel (he had some enquiries about a hollow on the loose, so was asking Mama of the brothel house, Mata wasnt allowed to talk with him, without him payin first) and loves orihime and matsumoto like her sisters. doesnt like yourichi because she's such a 'big headed noble'

I'd make someone who kills the whole cast because it's going on for way too long.
