I am a cosplay fan and cannot seem to find a pattern anywhere! I've tried Simplicity and a few other patter companys but no luck. I really need to finish the costume by the end of the month!
Are you looking for "Japanese High School Girl Uniform sewing pattern" or are you going thru the available patterns to see something that looks like what you need? They may not have a pattern called what you are looking for, but they may have the pattens under another name. I don't know exactly what it looks like, but try searching in the regular sewing section. Look for the separate pieces, for example: jumper, uniform skirt...

Are there any website that let you download free cosplay clothes patterns?
I'd like a Sailor Moon/Mars costume, or a Japanese girls school uniform with a sailor top, but I can't really afford to but the separate parts, or anything that looks like them, so I'd be interested in making my own.
I've got a sowing machine, but I don't have any patterns to work from.

All cosplayers adlib the patterns. At fabric stores they carry those packages that have the patterns for all different types of clothes, so a cosplayer would find the closest thing to what they want and modify it to look like the character piece. Luckily some patterns are free or are close enough to what you need.

I think you want the "Sailor Fuku uniform" on there with that collar-tail attachement.
If you go on the forum, you can definitely find a Sailor Scout tutorial since that is a very popular and common cosplay. Also, Deviant Art has lots of tutorials.

Usage
In the majority of elementary schools, students are not required to wear a uniform to school. Where uniforms are required, many boys wear white shirts, short pants, and caps. The Japanese junior- and senior-high-school uniform traditionally consists of a military style uniform for boys and a sailor outfit for girls. These uniforms are based on Meiji era formal military dress, themselves modeled on European-style naval uniforms. The sailor outfit replace the undivided hakama (andon bakama ) designed by Utako Shimoda between 192030. While this style of uniform is still in use, many schools have moved to more Western-pattern parochial school uniform styles. These uniforms consist of a white shirt, tie, blazer with school crest, and tailored trousers (often not of the same color as the blazer) for boys and a white blouse, tie, blazer with school crest, and tartan culottes or skirt for girls.
