""WASHINGTON, Sept. 22 /U.S. Newswire/ -- The U.S. Department of Education Office of the Inspector General's (IG) report on Reading First outlines unethical actions by several individuals who violated the intent and spirit of the Reading First statute in an ongoing and systematic manner. These actions have damaged the integrity of the department. It is to its credit that they have issued this report. Now it is time to implement its findings.
The IG's report directly quotes individual communications to establish that there was a plan to direct the outcomes of independent panels, stack those panels with those who already had formed a bias, and promote specific reading programs while eliminating others. Specifically the report finds that the department:
-- Developed an application package that obscured the requirements of the statute
-- Took action with respect to the expert review panel process that was contrary to the balanced panel composition envisioned by Congress
-- Intervened to release an assessment review document without the permission of the entity that contracted for its development
-- Intervened to influence a state's selection of reading programs and
-- Intervened to influence reading programs being used by local education agencies after the application process was complete. "

I'm writing a story that takes place sometime in the 1870's but the main character who is black goes to school and I need and accurate date when the the first school was created.thanx in advance.

Soon after becoming pastor at First Baptist Church in 1827, former slave John Berry Meachum started a school for African-American children. He soon closed it under great pressure from local authorities who accused him of stirring up trouble by teaching blacks "reading, writing, and figuring." Five more schools cropped up by the 1840s, all in churches-at Chambers Street Baptist at 10th and Chambers, First African Baptist at 3rd and Market, St. Paul's AME at 7th and Washington, and Second Colored Baptist (later Central Baptist) near 3rd and Franklin. Fr. Augustin Paris organized a school for black Catholic girls at 3rd and Poplar in 1845, mostly for daughters of free blacks. It closed in 1846 "under pressure of civil authorities."
Missouri law banned teaching African-Americans to read and write starting in 1847, growing largely out of fears by slave owners that an educated black population would be a rebellious one. However, the Mississippi River was considered beyond state jurisdiction, governed by federal law only-and beyond the reach of the school ban. John Berry Meachum created a new school on a barge in the Mississippi River. Skiffs carried students each day to the barge where they took classes, then returned at night without ever technically breaking the law.
During the Civil War, with St. Louis under Union control, pro-northern leaders had greater latitude. Unitarian minister William Greenleaf Eliot and businessman James Yeatman created the "American Freedom School" at the old Ebenezer Church site on Washington Avenue in 1863 to teach fugitive and recently freed slaves the three R's. Two days later, the building mysteriously burned, but the school continued in different quarters.
At the end of the Civil War, Missouri enacted a new state constitution. Passed in January of 1865, provisions included a ban on slavery and a requirement that all school boards support education for African-Americans. When the academic year started, St. Louis had five schools for blacks with 1,600 pupils administered by a Board of Education for Colored Schools. At first, it rented sites for schools, so they moved frequently in the early years. Twelve schools for African-American children opened their doors at the start of the 1875 school year, including two-year-old Colored School No. 8, later named Simmons School.

i registered my boy for nursery when he was a couple of months old but ive heard bad reports about the school can you register them for more than one school he is 2 now but theres another school i fancy putting his name down for.

When you say "registered", do you mean he's been going all this time, or you put his name on a waiting list?
Either way, you are not obligated to keep him in the same school. People change out all the time.
If he's been actually registered (he's been attending and you've been paying), you need to find out what the school's withdrawal policy is. You aren't obligated to keep him in, but you may be obligated to give two weeks notice in writing, and pay for those two weeks, whether he attends or not.
If it's only a matter of putting his name on a waiting list, you can do that with as many schools as you want. When he's in one that you want to keep him in, if another one you have his name down for calls, just tell them he's in another school, but thanks for calling. They'll call the next person on the list to fill the slot.
I got a 0 in a class at one school, then took it at another school and gota 4.0. The first class allows class retakes. Can i transfer that 4.0 to my old school and get rid of that zero?
You would have to ask your college because some colleges allow it and some don't. The course may have varying levels of difficulty and course load that wouldn't make an adequate substitute.

For the first time on Friday, Schools Chancellor Cathie Black visited one of the schools she’s planning to close.
Black spent Friday at I.S. 195, Roberto Clemente, a Harlem middle school that the city is trying to shutter this year. She also visited KIPP Infinity, a high-performing charter middle school located in the same building.
The city plans to replace I.S. 195, whose progress report score dropped from a B to a D last year, with a new middle school. According to an internal space planning document (pdf) obtained by the New York Times, the city wants to install a new charter school in the building, possibly a replica of Democracy Prep.
I.S. 195 is the first school Black has seen that received anything lower than a C grade. Since Mayor Michael Bloomberg announced Black’s appointment in November, she has visited 28 schools, spanning every borough and grade. Of those schools, 11 were given A’s in the most recent round of progress reports. Nine of the schools received B grades and five received C’s.
